The law creates the Joliet Arsenal Development Authority to reuse former arsenal land and grow jobs. Its area covers about 3,000 acres in Will County, including Channahon, Crest Hill, Elwood, Joliet, Lockport, Manhattan, Rockdale, Romeoville, Symerton, and Wilmington. The Authority is a public body of the State. It ends on the later of 30 years after the Act took effect or one year after all its debts are paid. When it ends, its rights and property pass to Will County or the State.
The Board can hire an Executive Director with finance or development experience, including bond rules. The Director runs daily operations, attends Board meetings, and is paid as set by the Board. The Board can also hire employees and outside experts and set their duties and pay. The Chair can call meetings, and six members can require a meeting by signed written notice. Six members make a quorum, and at least six yes votes are needed for any official act.
All Board members must live in Will County. Members serve four-year terms that start on the third Monday in January, and vacancies are filled only for the rest of the term. Each year, the Chair is elected from members appointed by the Will County Executive. The Governor can remove a member for incompetence, neglect of duty, or malfeasance, and can make temporary appointments when the Senate is not in session. Board members are unpaid but can be repaid necessary expenses. Within 30 days after these amendments took effect, the mayors of Romeoville, Lockport, Crest Hill, Rockdale, and Channahon each appoint one additional member, with initial terms ending the third Monday in January of the term year.
