Beginning Jan 1, 2025, the Illinois State Police procure, install, and maintain automated traffic safety systems within a half mile of the eastern O’Hare entrance and the I‑90/I‑294 intersection. The Tollway Authority and the Department of Transportation must allow installs on their light poles after a fast engineering review. The State Police adopt rules to run the systems and manage notices and enforcement. With approval from the Chief Procurement Officer, the agency can use special, faster contracting where most normal procurement rules do not apply. This special contracting power ends one year after the law’s effective date.
Beginning Jan 1, 2025, a vehicle lessor is not automatically liable for camera-recorded violations that happen during a lease. The State must ask the lessor for the lessee’s name and address within 120 days of the violation. If the lessor provides that information within 60 days, the State Police may issue the violation to the lessee as if to the registered owner.
Beginning Jan 1, 2025, you cannot stop or stand on the highway shoulder within a half mile of the eastern O’Hare entrance or the I‑90/I‑294 interchange. Exceptions apply for yielding to emergency vehicles, a breakdown, police direction, a stolen vehicle not under the owner’s control, or if an officer issued a Uniform Traffic Citation at the time for the same offense. Each violation is a $100 civil fine, and the money goes to the State Police Law Enforcement Administration Fund. Any road with automated cameras must have signs that say it is monitored and that stopping is not allowed. If a camera records a violation, State Police mail a notice to the registered owner within 30 days after the Secretary of State identifies the owner and no later than 90 days after the violation; the notice shows your info, plate, location, date and time, images, the $100 fine and any education steps and due date, states the images are evidence, warns that not paying or not contesting is an admission, explains how to pay or challenge, and gives a website to view the images.
