Beginning July 10, 2003, the Illinois EPA sets and enforces certification rules for people who run sewage systems. This covers wastewater treatment, pretreatment, sewers, and collection systems. The Agency issues certificates of competency to operators who meet its standards. The law also creates an operator‑in‑training path for people without a high school diploma who pass required exams. Trainees must show they can work safely and must work under the direct supervision of a certified operator of the right class.
Beginning July 9, 1999, community water‑supply operators must read and write English, show good character, and protect public health. Class A or B needs a high school diploma or equivalent and at least 3 years of acceptable study, training, or experience. Class C needs a diploma and at least 1 year; Class D needs a diploma and at least 6 months. People without a diploma can train under a responsible operator if they pass exams, show safe skills, and work under direct supervision. The Agency treats specified environmental or terrorism crimes as evidence of poor character. Operators certified before July 9, 1999, or certified under Section 19(a), do not need a high school diploma.
