Only licensed professionals may offer or advertise therapy in Illinois, including online and with AI tools. Therapists can use AI for admin or support, but they stay fully responsible for outputs and data. AI cannot make clinical decisions, talk to clients, plan treatment without review, or detect emotions. Religious counseling, peer support, and public self-help materials are not treated as therapy. They must be open to the public and must not claim to be therapy or psychotherapy.

The state Department investigates suspected breaks of this law. After a hearing, it can fine up to $10,000 per violation. Violators must pay within 60 days; orders are enforceable like court judgments.
