Libraries open to the public must keep opioid‑reversal medicine on site, in an easy‑to‑reach spot. The drug must be one the Department approves. During open hours, at least one trained person is on site. Training can come from a recognized trainer or free materials from Human Services or Public Health.
Trained library employees or volunteers may give naloxone when they reasonably believe someone is overdosing. This applies on library grounds, right outside, or at library events. They may carry the medicine while at work or at events. Libraries and trained staff are immune from lawsuits, unless they act with willful or wanton misconduct.
A public library may accept donations or buy naloxone from any lawful source. Only medications the Department approves count as an opioid antagonist under this law. This limits which products libraries can carry and use.
