The treasurer keeps all District money in accounts under the Port District’s name. Payments go out only by check or draft signed by the treasurer and countersigned by the chairman, or by ACH or other electronic bank transfer. With Board approval, the chairman may name a member or officer to sign for the chairman. The treasurer may name an officer to sign payroll and other bills up to $2,500. Only banks that meet the Public Funds Investment Act rules may hold District deposits.
Each year, an independent auditor prepares a full report on the Port District’s operations, assets, and debts. The Board must complete it within 9 months after the first 60 days following the fiscal year end. The District files it with the Governor and county clerks and presiding officers in Madison and Jersey Counties. It also sends a copy or summary to the mayor and governing board of each city in the District.
The Port District Board can borrow from government agencies, banks, and other financial institutions. It may pledge security for the loans. All borrowing must be paid back within 20 years. This adds financing options for projects but creates future debt the District must repay.
