Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 2 costs, 0 mixed.

Retailers banned from selling signal changers

Retailers and manufacturers may not sell traffic light changers, unless the buyer will use them only as the law allows for emergency or public use. Each illegal sale is a Class A misdemeanor and brings a $5,000 fine per device, plus other penalties. This took effect January 1, 2023.

Emergency vehicles and buses may extend greens

Police, fire, ambulances, organ transport, and state or local emergency management vehicles may use devices that can change a traffic signal. They must be answering a true emergency and use required red or blue flashing lights. Commuter buses owned by local governments may use them only to extend an already green light to keep schedules. Government snow plows may use them during a snow emergency, with amber lights, and only to extend a green. These rules took effect January 1, 2023.

Drivers banned from traffic light changers

The law bans installing a traffic light changer on any car, carrying one in the passenger area, or using one from a car. Only the emergency and public vehicles listed in the law may use them. A violation is a Class A misdemeanor and carries a $1,000 fine, plus other penalties. The rule took effect January 1, 2023.

Motorcycles can use traffic-signal detectors

The law allows motorcycles to use electronic or magnetic devices that help traffic signals detect them. These detection devices are not banned by this section. The rule took effect January 1, 2023.
