The Division of Criminal Investigation oversees State Police SWAT teams and plans law‑enforcement response to weapons of mass destruction. It also supervises State Police air operations. This centralizes control of specialized teams to improve coordination and response.
The Division of Justice Services now operates the statewide LEADS system and sets its policies and administrator. It runs an electronic data center for criminal‑justice information. The Division is named the state CJIS Systems Agency, and the FBI CJIS Security Policy governs criminal‑justice IT statewide; agencies must follow these standards. It is also Illinois’ point of contact for FBI crime reporting (UCR and NIBRS) and sends crime data to the FBI.
The State Police Division of Patrol now provides uniformed patrols on Illinois highways and enforces traffic and criminal laws. It patrols to stop crime and keep roads safe, and helps drivers and citizens. It enforces Chapter 18b of the Vehicle Code and works with federal, state, and local agencies when asked.
The Division of Criminal Investigation now leads enforcement of controlled substance and cannabis laws. It investigates human, drug, and gun trafficking, cybercrime, public corruption, and money laundering tied to federal sanctions lists. It also investigates domestic terrorism and online crimes against children, and supports task forces. The Division coordinates statewide gun-crime intelligence with federal, state, and local partners to cut illegal guns and violence.
The Division of Justice Services now handles enforcement and administration under Illinois’ cannabis laws. Licensed cannabis businesses work with this Division for regulation and compliance. The Division also runs FOID cards, concealed carry licensing, firearm transfer checks, the prohibited persons portal, and firearm dealer license certification. It must share needed information with the Concealed Carry Licensing Review Board and the FOID Review Board. This change centralizes oversight and can tighten regulatory coordination for businesses and applicants.
This law broadens who counts as the State and as an employee for legal defense and indemnification. It covers many state bodies, plus National and State Guard when on duty, but not local governments or pension funds. It adds certain contractors, inspectors, arbitrators, written-agreement volunteers, and foster parents caring for a youth in care.
