Grants for district reorganization studies

The law creates a grant run by the State Board of Education to help school districts pay for third‑party reorganization feasibility studies. To apply, a board must negotiate a consultant agreement, pass a resolution signed by the board president, and send those items and any required information to its regional office or intermediate service center. The regional office or center director must approve and forward the agreement to the State Board or return it with reasons. Each year, the State Board tells every board and superintendent how to apply, how much money is in the next award cycle, and lists experienced consultants; every two years, a board may add the grant question to a meeting agenda. The State Board reimburses study costs up to a maximum it sets, using funds the legislature appropriates.

Grant priorities and limits for districts

When it awards grants, the State Board of Education must favor districts that are next to each other, have similar property tax rates, or have similar per‑pupil funding. Starting in State fiscal year 2030, it also prioritizes other district types named in its rules. A district cannot receive grants in two award cycles in a row. The State Board may set rules for consultant standards and minimum agreement terms. In State fiscal year 2035 and every five years after, it must review and update these rules if needed.
