Local colleges get first shot at dual credit

If a school district asks, the local community college must start negotiating a dual credit partnership within 60 days. Every agreement must clearly state who does what. Districts must first try the local community college before other colleges. New out‑of‑state deals require notice to the Illinois Community College Board, 30 days for in‑state options, and a written reason to go out of state. If the college rejects a course, it must tell the district within 30 days; the district can appeal within 14 days, the Director rules in 45 days, reconsideration is due in 30 days, and the district must notify in 14 days if it moves to another college.

State oversight and data for dual credit

The Illinois Community College Board oversees community college dual credit; the Board of Higher Education oversees other colleges. Colleges must report each year on courses, instructors, enrollments, and sites, and file new or changed agreements online within 30 days. The Community College Board posts out‑of‑state and private dual credit agreements online. A Dual Credit Committee meets first within 60 days and then at least yearly; the Board provides staff support. Five years after the law starts, the Board studies impacts and reports by October 1, 2030, and all programs must follow state and federal law and accreditation rules; faculty must be told within 15 days after a partnership is signed or renewed.

Stronger standards for dual credit teachers and classes

Teachers of college‑level dual credit must meet college faculty standards: a master’s in the subject or a master’s plus 18 graduate hours. Teachers who are not fully qualified may teach under an approved professional development plan that the college reviews in 30 days and shares with the State Board by January 1, 2025. Approval lasts only while progress is shown, for up to 3 years and not past January 1, 2028; denials can be appealed to the state boards. Eligibility for these plans: for plans entered on or after January 1, 2023, a master’s plus 9 graduate hours and progress, or a fully licensed CTE teacher halfway to college requirements; for plans started before 2023, a master’s plus 9 hours, or a bachelor’s plus 18 hours and enrollment in a subject master’s. CTE dual credit teachers must hold the credentials and teaching skills the college requires. Dual credit classes must match on‑campus courses in goals, tests, and rigor, and are reviewed by the college each year; high school teachers join college orientation and faculty activities when duties allow.

Protections for dual credit students' records

Colleges may protect the academic standing of high school students in dual credit. Policies can allow late withdrawal or a pass/fail option. Any such policies must be posted and given to every enrolled student.
