Stronger tornado safety rules for warehouses

Illinois sets statewide tornado safety rules for warehouses. The law defines covered sites using NAICS 493, 423, 424, 454110, and 492110. You count as a warehouse worker only if you spend most work hours inside; occasional visitors are not covered. Every warehouse must have a site-specific tornado plan. Existing sites have 120 days after the law’s effective date to finish it. Sites that start operating more than 120 days after that date must have a plan within 7 days of opening. Plans must show exits and assembly points, explain worker and supervisor actions during warnings, list emergency gear with instructions, and outline post-storm first aid and how to contact responders. Operators must file the plan with the local fire department or fire protection district and the local emergency services and disaster agency, and review it at least yearly or after big changes. New warehouses must meet high life-safety standards for tornado loads, using performance-based design or FEMA P-431 to qualify the best refuge areas.

Certification rules for building inspectors in 2027

Starting January 1, 2027, county and city building inspectors must hold International Code Council (ICC) certification in the area they inspect. Inspectors hired after that date have one year from hire to earn the certificate. Cities and counties must keep copies of certifications on file. The law clarifies that “building inspector” includes full-time state, county, or municipal employees and third-party contractors who do municipal or county inspections. These steps raise inspection standards and building safety statewide.
