Amends the State Universities Civil Service Act. Provides that nothing in the Act or any rules adopted under the Act prevents the parties to a collective bargaining agreement from agreeing to a provision that enhances employee rights. Effective immediately.

The law confirms that union contracts at public universities can add or strengthen employee rights. Nothing in the State Universities Civil Service Act or its rules blocks these gains. The contract must be under the Illinois Educational Labor Relations Act. The law takes effect immediately. It does not grant specific pay or benefits by itself; those come from bargaining.
