Bill Overview

Analyzed Economic Effects

8 provisions identified: 3 benefits, 1 costs, 4 mixed.

Grants for mental health workers

Subject to funding, Illinois gives annual grants up to set maximums by job: up to $40,000 for psychiatrists; $20,000 for advanced practice nurses, physician assistants, and doctoral psychologists; $15,000 for LCSW/LCPC/LMFT; $6,000 for bachelor’s‑level staff; and $4,000 for substance‑use professionals. At least 30% of the money each year is reserved for minority applicants; if not enough apply by January 1, some of that can be reallocated.

Loan help for school and city social workers

Beginning July 1, 2022, Illinois offers a one‑time grant up to $6,500 to repay student loans for Illinois residents who have worked at least 12 straight months as a school social worker or a qualifying municipal social worker and still have social‑work education debt. The program needs its own appropriation, and the Commission may prioritize past recipients and minority applicants.

More aid for minority teachers

Illinois boosts the Minority Teachers scholarship. It covers tuition, fees, and room and board up to $5,000 a year, or $7,500 when the program gets at least $2.85 million. At least 35% of funds go to qualified male minority applicants (priority to Black men), and at least 10% go to bilingual minority applicants (30% if funding is $4.2 million or more); unused set‑asides after January 1 can be reallocated. Colleges must hold a yearly info session and advise each recipient. If spending stays under 90% for three straight years and priority applicants are lacking, up to 3% of each of the next three years’ funds can support outreach.

New tech scholarships; work in Illinois

Starting no sooner than the 2024–2025 school year and subject to funding, the iGROW Tech Scholarship pays up to full tuition and fees and a prorated housing amount for eligible tech students, for up to 8 semesters (12 quarters). You must agree to work in Illinois one year for each scholarship year (at least two years), or the award converts to a prorated loan at 5% interest. The Commission pays schools directly, can use up to 5% for administration, will prioritize by need, minority status, and merit, and may use up to 3% for outreach if three straight years of under‑spending occur. The program may run through the 2029–2030 academic year.

Term limit for MTI scholarships

You can receive Minority Teachers scholarship aid for up to 8 semesters or 12 quarters. After that, no more terms are covered.

Grants to grow diverse college faculty

Beginning with the 2025–2026 award year, the DFI program gives grants to minority Illinois graduate and professional students, subject to funding. You must be an Illinois resident and U.S. citizen or lawful permanent resident, be a member of a racial minority per program rules, have a bachelor’s degree with Pell during that degree, be admitted full‑time for at least nine months, and have at least a 2.75 GPA in your last 60 undergrad hours. You apply through your school; awards can last up to four years and each covers up to 12 months, with priority for returning recipients in good standing. You must agree to work in Illinois higher education or a state education job for a period equal to your years in the program, or make a good‑faith job search for at least five years; failing conditions can trigger repayment under program rules. Schools must name a representative to recruit, verify, and support students; an 11‑member board sets policies, prioritizes fields each year, reports results, and older sections are repealed as the new rules take effect in 2025–2026.

Scholarships to become school social workers

Starting in 2022–23, up to 250 scholarships a year pay tuition and mandatory fees for licensed Illinois social workers with an MSW to earn a school social work educator license at named public universities; funds may also cover licensure costs. You must begin work as a school social worker in Illinois within one year and work at least two of the next five years. If you do not, the award becomes a prorated loan at 5% interest, due within 10 years; approved extensions can apply.

Teach in Illinois or repay scholarship

If you get a Minority Teachers scholarship, you must start teaching in Illinois within one year and teach one year for each year you received aid, in qualifying nonprofit schools (with bilingual placements for bilingual recipients). If you do not meet this, your award becomes a prorated loan at 5% interest, due within 10 years; the Commission can allow deferrals and may reduce what you owe if you later start qualifying teaching within five years. For some 2024–2025 recipients who would have stayed eligible under old rules but no longer meet the new definition and did not finish their program, the Commission cannot demand repayment.
