Penalties for pharmacies and workers

A pharmacy or retail location that violates this law commits a petty offense. Fines are $500 for the first offense, $1,000 for the second within 3 years at the same location, and $5,000 for later ones. An employee or agent who violates the law faces criminal charges: Class A misdemeanor for the first offense, Class 4 felony for the second, and Class 1 felony for the third or later offense.

Statewide tracking and pharmacy reporting

The Illinois State Police runs the only statewide system to track these sales. Covered pharmacies must send an electronic record to the Central Repository for every covered sale. Stores and staff must make sure buyers complete the required log. Logs are confidential, kept electronically for at least 4 years, and shown to law enforcement on request. The State Police use federal, State, and other grants to operate the system.

Tighter pharmacy sales rules for meth precursors

Pharmacies must keep these products behind the counter, and only licensed staff may hand them out. Packages are limited to blister packs with no more than 2 doses per blister and no more than 3,000 mg per package. You must be 18 and show a government ID that matches your name and photo; no sales go to minors. You cannot buy more than 3.6 grams (3,600 mg) per day, 7,500 mg in 30 days, or more than 2 targeted packages per purchase. Limited ID exceptions apply for an Illinois no‑photo driver’s license or a known customer with some ID when the pharmacist believes it is for real medical use. If the pharmacy register is down, payment can be taken at another register in the store.

New fees and fines for manufacturers

Starting October 1, 2025, manufacturers of products with meth precursors sold in Illinois must pay monthly fees to the Central Repository. Prescription‑only products are exempt. Manufacturers must show proof of payment when the Illinois State Police ask. If a manufacturer does not pay, each violation is a petty offense: $500 first, $1,000 second within 3 years, and $5,000 for the third or later within 3 years.
