Diplomas allowed for hardship cases

A school district must award a diploma if extenuating circumstances stop a student from filing the FAFSA or waiver. The student must meet all other graduation rules. The principal must attest the district made a good faith effort to help the student or parent file an application or a waiver.

FAFSA or waiver required to graduate

Beginning with the 2020-2021 school year, a public high school diploma requires a FAFSA or State aid filing, or a State Board waiver. If the student is 18 or legally emancipated, the student can file; otherwise a parent or guardian must file. Filing can help unlock college aid, but the waiver lets families choose not to apply. This rule is in addition to other graduation requirements.

Schools must help and name a FAFSA contact

Each district with a high school must help students and parents complete the FAFSA, State aid form, or waiver. Beginning with the 2025-2026 school year, each high school names at least one staff member as the FAFSA contact. The school gives that person’s name and contact info each year to the State Board of Education and the Illinois Student Assistance Commission and tells seniors this person is available. The contact completes an initial orientation and can get professional development hours for briefings. The State Board may set rules and forms to run these requirements.
