You must pay a one-time $70 application and license fee to the Secretary of State when you apply for an instructor license. This requirement took effect on August 20, 2021.
To be an Illinois driving school instructor, you must be of good moral character and hold a valid Illinois driver’s license. You must have had a valid driver’s license for any two years before you apply; a temporary visitor’s license can count. You must be authorized to work in the United States. You must pass a Secretary of State exam on traffic laws, safe driving, vehicle operation, and teaching. You must be physically able to drive and teach and include a medical exam report from an Illinois physician. You also need a high school diploma or an equivalent credential. These rules took effect on August 20, 2021.
If you teach an approved driver education course to students under 18, you must have a State Board of Education certificate showing you meet teacher standards for public or parochial schools. Instructors who teach only at commercial driving schools do not need that certificate. Since July 1, 1986, the Secretary of State runs the commercial driving school rules. On request, the Secretary must issue a completion certificate to an under-18 student who finishes an approved course at a commercial school.
Applicants must submit fingerprints for Illinois State Police and FBI criminal-history checks and pay all fingerprint processing fees. The Secretary of State can request criminal records and use them in licensing and at administrative hearings. The Secretary must share investigation details with the applicant on request, unless another law blocks it. Criminal history information the Secretary receives is confidential. Employees who unlawfully disclose it can be charged with a Class A misdemeanor. These rules took effect on August 20, 2021.
