Illinois EPA approval for mains and hydrants

Before building or changing a public water main, owners must give complete plans to the Illinois EPA and get written approval. All mains and parts in public streets or easements must be covered by the permit. The Illinois EPA alone reviews designs and permits mains and fire hydrants, and work must match the permit. Hydrants tied to a plumbing system must follow the Illinois Plumbing License Law and local rules. These steps help keep drinking water safe.

Prove capacity and keep 10 year records

New public water systems set up after October 1, 1999 must show technical, financial, and managerial capacity before the Illinois EPA gives a permit. The Agency can set rules that align with the federal Safe Drinking Water Act. Community water systems must keep all operating records, including billing and water purchase records, for at least 10 years. Keep records on site or nearby and make them available to the Illinois EPA during normal business hours, except where Board rules say otherwise. These rules support safe, reliable service and better oversight.
