District treasurer salary and funding

District treasurers get an annual salary. In consolidated township road districts and in single-township districts, the salary must be between $100 and $1,000 per year. The highway board of trustees (consolidated) or the board of town trustees (single-township) sets it. In counties not under township organization, the county board sets an annual salary it finds appropriate. The salary is paid from the general township fund in single-township districts and from the regular road fund in other districts.

Small fees for clerk services

District clerks charge small fees for some services. It is 25 cents to serve a notice and 25 cents to post a required notice. It is $0.10 per 100 words to copy and certify records. The person asking for the certified copy pays the copying fee. Other listed fees are paid from the district road fund.

Audits and $3 pay for boards

In consolidated township road districts, the highway board of trustees must audit the pay and expenses of the highway commissioner, the district clerk, and the district treasurer. Officers on the board get $3 per day for attending meetings. The $3 is paid from each officer’s town fund.

District clerk per diem rules

The district clerk is paid either a per diem set by the local board or a set $4 per day for some duties. The county board sets the per diem in counties not under township organization. The highway board of trustees sets it in consolidated township road districts. The clerk gets $4 per day for meeting with the highway commissioner and $4 per day for canvassing election returns. The clerk gets no other per diem.

Pay rules for highway commissioners

The law sets two ways to pay a highway commissioner. A board may set an annual salary of at least $3,000, paid in equal monthly checks. If a salary is set, per diem is not paid; if no salary is set, pay is by per diem. Before any per diem is paid, the commissioner must file a sworn statement that lists the days worked, the kind of work, and the dates. Boards must set the pay on or before the last Tuesday in March before the election. If a term is extended by law, the board may raise the pay rate for the extra time within this law’s limits.

Which funds pay commissioners

In single-township road districts, the commissioner’s pay comes from the general township fund. With approval by the township board and the commissioner, up to 50% may come from the corporate road and bridge fund or the permanent road fund. In multi-township road districts, the commissioner’s pay comes from the regular road fund.
