Colleges must disclose federal aid trouble

If the U.S. Department of Education puts a school on Heightened Cash Monitoring 2 or reimbursement status, the school must tell students within 14 days. It must post a clear notice on its website and use the Board’s form to notify all students and prospective students. It must also send written notice to the Board. The notice must state the placement and the reason. The Board can add more disclosure rules by rule.

Stronger rules for private and online colleges

Schools that do not teach in person can grant degrees in Illinois only if the Board approves them. They must have proper facilities, qualified faculty, secure student records, solid finances, and the right accreditation. Board staff can enter schools, announced or unannounced, and review books, records, and electronic files. If a school blocks an inspection, the Board can revoke approvals or refuse filings until fixed. Applications to operate must list name and location, course plans, tuition and fees, staff qualifications, and degrees. The Board returns incomplete applications and will not approve plagiarized ones.

Stronger state review of college programs

Public colleges and community colleges must get state approval before creating new colleges, schools, or campuses. Small extensions of current programs are allowed as the Board defines. Each year, the Board flags programs with low enrollment, few graduates, or high cost per degree. Schools must review the list and report actions, including any plans to close or merge programs. By March 15, 2026, and every March 15 after, the Board sends a statewide program report to the Governor and General Assembly.

Board can accept gifts and grants

The Board of Higher Education can accept gifts, grants, and legacies for higher education. It can form or join groups to buy land, buildings, and equipment for colleges. It can make grants when the General Assembly authorizes and funds them. The Board sets rules to manage and distribute these funds.
