NICU families get hospital referrals

Illinois hospitals with NICUs must help connect qualifying babies to early intervention services. This applies to babies admitted to the NICU who meet state eligibility rules. Through June 30, 2026, hospitals must give parents written or electronic information and, before discharge, start a written referral with the parent and a staff member who knows the program. Beginning July 1, 2026, the same duties continue under the Department of Early Childhood system. This helps families get evaluations and services sooner.

Five-year plan for early intervention rollout

Starting July 1, 2026, the Department of Early Childhood keeps carrying out a five-year plan for Illinois’ early intervention system. Each year it reports what was done and lists the remaining steps with cost estimates, with Interagency Council concurrence. The Governor must certify earlier work is mostly complete before agencies start tasks that depend on it.
