You must be at least 21, pay the application fee, hold a qualifying doctorate, and pass the exam. The law allows three education routes: an accredited clinical/school/counseling program; an equivalent doctorate with seven set courses; or a related doctorate with those seven courses plus a practicum or internship. Programs must equal at least three full‑time academic years, with two years at the degree school and at least one year in residence (30 semester hours in 24 months or 350 faculty‑contact hours in 18 months). You need two years of supervised experience. One year means at least 1,750 hours over at least 50 weeks; the internship is at least 1,750 hours within 24 months. Full‑time hours count only if done in one setting for at least six months. Part‑time or internship time counts only if 18+ hours per week for at least nine months in one setting. A licensed clinical psychologist must supervise and take full professional responsibility. You cannot count hours if you pay or hire the supervisor, and clients must be the agency’s or the supervisor’s.
The Department gives the exam at least once a year. You must pay a nonrefundable exam fee. Starting one year after the act takes effect, you can take the exam after graduation, before finishing your postdoc. You have three years from your application date to finish the application, or it is denied and the fee is lost; you must reapply under current rules. After you pass, you have one year to apply for a license. If you miss that, you must retake the exam unless you become licensed in another U.S. jurisdiction within one year.
