Campus counseling: 1-to-1,250 goal and minimums

The law sets a benchmark of one clinical, non‑student mental health staff member per 1,250 students. Each public college must provide at least three licensed mental health professionals, unless the 1:1,250 ratio calls for fewer; then the school must meet that lower number. Staff can be part‑time on campus or full‑time on or off campus, with in‑person and telehealth hours based on use. Referral agreements must say how many students off‑campus providers can serve. Two years after July 1, 2020, and every five years after, the Technical Assistance Center proposes an updated ratio that is no less than 1:1,250; the first proposal was due July 1, 2022.

Colleges must partner with local providers

Starting July 1, 2020, each public college forms partnerships with local mental health providers. These include referral agreements for off‑campus care when campus services are not enough or when a student prefers it, and they must state expected student capacity. Partnerships must raise provider visibility and support student outreach, like mindfulness workshops or campus wellness fairs. Campuses also work with on‑campus centers, local providers, and groups like NAMI to deliver outreach, awareness, and training required by this law.

Public colleges: mental health panels and training

Beginning July 1, 2020, every public Illinois college names an expert mental health panel. The panel includes at least two administrators, two faculty, and one mental health professional. It creates and uses policies to spot and help students with mental health symptoms and to explain ADA and Section 504 rights. The Technical Assistance Center sets statewide baseline standards for these policies. Resident assistants, academic advisors, and campus security must finish a national Mental Health First Aid course, or similar, before they start work, and the training must cover the school’s policies and referral steps.
