During a declared emergency, Illinois allows licensed, registered volunteer health workers from other states to treat patients here as if licensed in Illinois. They must be in good standing and listed in a registration system that meets Section 5 of the Act. Health and mental health pros working under the American Red Cross can also practice here with a valid out-of-state license, even without an emergency. These rules have applied since January 1, 2011.
A volunteer health worker is not protected by this law if any of their licenses is suspended, revoked, restricted by an agency order, or ended under threat of sanction. Those volunteers lose the law’s legal protections. This rule has applied since January 1, 2011.
