The law exempts some on-base child care homes from Illinois licensure. To qualify, all three must be true. It serves dependent children of military personnel. It is on a military base or other federal or government property. It is certified as a child development program by the U.S. Department of Defense or the U.S. Coast Guard. State licensing rules under the Child Care Act do not apply to these homes. The Department of Defense, the U.S. Coast Guard, or their agents (like the base commander) monitor these providers. The law takes effect upon becoming law.
