Automatic admission and no application fees

Public universities must offer general admission to in‑state seniors who meet each school’s posted standards. Your local public community college must admit you if you live in its district. Transfer to a public university is offered if you attend an Illinois public community college, have at least 30 graded, transferable semester hours, and meet the university’s minimum GPA. If you apply through this program, public colleges and universities cannot charge an application fee.

Statewide direct‑admission outreach and notices

The Board of Higher Education, Illinois Community College Board, ISAC, and the State Board of Education run a statewide direct‑admission program. ISAC can build systems and use a statewide portal to automatically notify eligible high school seniors and transfer students. Each notice also names the student’s local public community college. UIC and UIUC must give ISAC their identification criteria and outreach content by February 1 each year so qualifying seniors get direct communications.

Consent‑based data sharing for admissions

ISAC must post a standard opt‑in consent form by June 30, 2025. Starting July 1, 2026, school districts must make directory and direct‑admissions data for next‑year graduates available in a secure system. Military recruiters, ISAC, and State public colleges can access directory information; ISAC can access direct‑admissions information for the program. Districts serving grades 10–12 must share direct‑admissions information with ISAC under FERPA and State law. With informed consent, ISAC may share a student’s data only with the State higher‑education agencies, qualifying public universities (including UIC and UIUC), the student’s community college district, and the statewide portal. Each year by July 1, community colleges must send information on students with at least 30 transferable credits to ICCB for ISAC, with written or electronic consent from the student or, if under 18, a parent or guardian. Each July 1 starting in 2026, ISAC uses district data to identify eligible students and may share eligibility data with the Board of Higher Education. Public universities must give ISAC their GPA standards by March 1 each year.

Annual results report on direct admission

The Board of Higher Education evaluates the program and reports to the Governor and General Assembly by August 1, 2029, and every August 1 after. Reports include who was offered admission, who applied, and who enrolled, plus changes over time and recommendations.

Schools verify records; offers can be revoked

If you get a direct‑admission offer, the college can check your transcripts, Illinois residency, and high school graduation. If you do not meet the school’s direct‑admission rules before you enroll, the school can take back the offer.
