Set end dates for redevelopment districts

The law sets clear end dates for local redevelopment tax districts. For areas approved on or after January 15, 1981, the cap is 23 years, with projects and debts ending by December 31 of that 23rd year. If the area is inside a transit facility improvement area, the cap is 35 years. Some special cases listed in state law also get a 35‑year cap. The Village of Downs plan from September 9, 1999 ends by December 31, 2031. Wheeling’s May 20, 1985 plan ends by December 31, 2018, and Lawrenceville’s October 12, 1989 plan ends by December 31, 2017.

Longer life for some redevelopment districts

The law lets some named redevelopment districts run longer. Listed areas may be extended to 47 years if the city gives 14–30 days’ written notice before the vote. A city may extend to 35 years if the district was set up on or after December 16, 1986 and at least $8,000,000 in bonds were authorized between December 19 and December 31, 1989, with the same notice. A city may also extend to 35 years for districts created December 1–31, 1981 if at least $1,500,000 in tax‑increment bonds were authorized between September 30, 1990 and June 30, 1991, with notice. For qualifying areas in the State Sales Tax Boundary, cities may set December 31, 2013 as the end date if bonds were issued before July 29, 1991 or contracts were signed before June 1, 1988. This 2013 rule does not cover real property tax‑increment allocation financing under Section 11‑74.4‑8.
