Water authorities and commissions must bill homes within 12 months and businesses within 24 months. Makeup charges must be labeled with dates, prorated if rates changed, offered on a no‑interest, no‑fee plan that matches the delay, and intentional billing delays are banned; tampering, theft, fraud, and blocked readings are exceptions. They may bill for service before Jan 1, 2016 if a bill or notice went out before this law took effect. Water commissions must follow strong money controls, including monthly financial reports, bank reconciliations, segregation of duties, an outside independent audit, and delivery of the audit to the county auditor within 30 days.
Local government utilities must bill homes within 12 months and businesses within 24 months after service. They cannot intentionally delay beyond the normal billing cycle. Any makeup charge must be labeled as previously unbilled, show the start and end dates, and be prorated if rates changed. You must be offered a no‑interest, no‑fee payment plan that lasts as long as the delay. The time limits do not apply if there was tampering, theft, fraud, or you blocked meter reads. Utilities may still collect for service before Jan 1, 2026 if they billed or sent notice before this law took effect. State law overrides conflicting home‑rule rules, and these duties apply to county, city, township, and special‑district utilities.
The law repeals three older water‑utility sections in state law. It removes Municipal Code 11‑150‑2, Public Water District Act Section 7.4, and Water Service District Act Section 5.3. These clean‑ups align statutes with the new billing rules and do not directly change most household bills.
