Stronger school policies and faster parent notice

Every district, charter, and eligible private school must adopt and use the State Board’s bullying policy model. Schools must notify parents or guardians within 24 hours after administrators learn a student was involved. Investigations should make all reasonable efforts to finish within 10 school days. Policies must be reviewed every two years and filed with the State Board by September 30. The requirement starts July 1, 2026.

State grants for anti-bullying programs

The law creates the Illinois Bullying and Cyberbullying Prevention Fund on July 1, 2026. The State Superintendent can award grants from this Fund to schools for anti-bullying programs, if the legislature provides money. Schools that fail to submit the required annual bullying data are not eligible for grants.

Yearly bullying data and parent access

Schools must collect non-identifiable data on each verified bullying allegation and action taken. They must send a yearly report to the State Board by August 15 for school years 2024–25 through 2030–31. The State Board must follow student privacy laws. Parents or guardians can ask the State Board for non-identifiable counts of bullying allegations and incidents for their child’s school or district. Parent access starts July 1, 2026.

What counts as bullying and online abuse

The law protects students from bullying at school, on buses, and at school events. Online bullying is covered only if it disrupts school and a school official gets a report. Bullying means severe or pervasive acts that harm safety, health, schoolwork, or access to school. Cyber-bullying includes messages, impersonation, and, starting in the 2026–27 school year, posting or sharing an unauthorized digital replica. Schools must not punish speech or religious practice that is protected by the U.S. or Illinois Constitutions. These rules take effect July 1, 2026.
