Required safety drills in every school

The law requires four types of school safety drills: building evacuation, bus evacuation, law‑enforcement (including lockdown and an active‑shooter scenario), and severe‑weather/shelter‑in‑place. Bus evacuation drills follow special limits set in the Act. For this law, one building with many schools counts as one school, but each separate site counts as its own school.

New school plans for hazardous spills

By January 1, 2027, the state posts guidance for schools on hazardous‑substance releases on the State Board of Education website. It explains response steps, who leads the response, how schools get information, and evacuation plans that account for wind. By July 1, 2027, each district, with its local emergency planning committee or emergency agency, creates school procedures based on that guidance. Districts may adopt the procedures in the school year after the guidance is posted. All staff get the procedures, including main and backup evacuation routes, safe shelter locations, and how alerts will be sent. The law also expands “hazardous substance” to include radioactive materials and hydrocarbons like petroleum, gasoline, and crude oil.

Yearly school emergency plan review

Each public school district and each private school holds at least one review meeting every fiscal year to check every building’s emergency plans. The review covers threat assessment, hazardous‑substance procedures, cardiac emergency plans, law‑enforcement drill evaluations, and drill compliance. Boards invite principals, education groups, local fire, police, EMS, and the local emergency planning committee or emergency agency, with at least 30 days’ notice. After the meeting, the board signs a one‑page report with participants and recommended changes, sends it to attendees and the regional superintendent, and the superintendent keeps written comments. The review is provided at no cost to the school.
