Workers and retirees get deduction limits

Beginning July 1, 2026, deductions from wages, personal‑service pay, or pension annuities are capped at 25% of net pay. Net pay means what is left after legally required withholdings. Final payouts for accrued vacation, overtime, or sick leave are not treated as wages and are not subject to these deductions. The Comptroller must tell you and the submitting agency why money was taken and keep a record. Any request by an intergovernmental association must include a written agreement or a court order. Each warrant must show the original amount, amount deducted, and the account used.

State offsets debts from state payments

Beginning July 1, 2026, the Comptroller can reduce state-held payments to cover debts you owe to the State, the U.S. (by agreement), or local public bodies, schools, colleges, public agencies, or court clerks. The Comptroller may also handle deductions from lottery prizes under a formal agreement with the Department of Revenue. The State can make a reciprocal offset agreement with the U.S. Treasury to match state and federal debts against payments. The Comptroller is not required to accept claims of $50 or less when the funds are not held by the State Treasurer.

Child support, tuition, senior funds protected

Beginning July 1, 2026, the Comptroller does not deduct from Child Support Enforcement Trust Fund payments, except for payments that are interest on child support. The Comptroller also does not deduct from payments under the Senior Citizens and Persons with Disabilities Property Tax Relief Act. Payments from the Illinois Prepaid Tuition Trust Fund to schools are protected, unless the money is used to pay child support.
