Grants for safety and reentry programs

The Authority can apply for, receive, and spend federal and private crime-control grants and any State funds. It can award grants to community groups, nonprofits, and local governments for violence prevention, reentry, youth mentoring, economic development, and civil legal aid. It can hire outside reviewers to score grant applications for up to two years. It also trains local Illinois governments that ask for help to win U.S. Department of Justice grants for gang prevention and intervention. These powers take effect January 1, 2025.

Statewide criminal justice data systems

The Authority builds and runs statewide criminal justice information systems so police, prosecutors, and corrections can share data. It can contract and cooperate with local governments, other states, and private groups to share or co-develop software. It serves as a central clearinghouse for research, plans, and proposals and can conduct new research studies. It advises its Statistical Analysis Center to improve criminal justice data. These changes apply January 1, 2025.

Stronger privacy and record appeals

The Authority monitors criminal justice data systems to protect privacy and constitutional rights. It issues statewide privacy and security rules for criminal history records. It runs the only state appeals forum to fix wrong or incomplete records and makes final decisions. It audits state central record repositories every year and at other times to check legal compliance. It sets policies and uniform rules for these systems, appeals, and audits. Beginning January 1, 2025, these requirements apply.

State plan for violence prevention and recovery

The Authority develops, publishes, and helps carry out a four-year statewide plan to prevent violence. It coordinates public health, public safety, victim services, and trauma recovery centers. It leads planning and technical help to build trauma recovery services for violent crime victims in underserved, high-violence communities. Services can include mental health care, help getting money back, family support, relocation help, and legal navigation. Starting January 1, 2025, this plan and support are in place.

Stronger state coordination and ICJIA powers

The Authority designs, aligns, and evaluates state and local criminal justice programs. It can require other state agencies to provide lawful assistance and information. It advises the Governor and the General Assembly on policy and can use reasonable powers needed to carry out the law. It exercises powers under the Illinois Uniform Conviction Information Act and the Public Safety Agency Network Act. It adopts rules to do its work and follows state reporting steps. These authorities are in effect January 1, 2025.
