Any public water system started after October 1, 1999 must prove it has the technical, financial, and managerial capacity to run. This proof is required to get a construction or operation permit from the Illinois EPA or its designee. The showing must match the federal Safe Drinking Water Act. The Illinois EPA can set rules that consider facility need, size, treatment complexity, and money needed to operate.
Owners of public water systems must submit plans to the Illinois EPA and get written approval before any construction or changes. For water main projects in streets or utility easements, the Illinois EPA alone reviews designs and issues permits for mains and fire hydrants. Installations must follow the Agency’s written permit. Fire hydrants tied to a plumbing system must be installed under the Illinois Plumbing License Law.
Community water system owners must keep operating records for at least 10 years. Keep them on site or nearby and open to the Illinois EPA during normal business hours. Records include billing and documents about buying water from other systems. Board rules may allow limited exceptions.
