The law creates the Illinois One Health Commission in the Department of Public Health. It develops a statewide plan, links doctors, veterinarians, and environmental experts across agencies, and works with universities and NGOs. It supports State and local responses and recovery for diseases that spread between animals and people. It improves surveillance, including new tools like xenosurveillance, and promotes careful antibiotic use and options such as bacteriophage therapy. The Department of Public Health and the University of Illinois provide administrative support, and the Commission meets as often as needed.
The Commission must send a final report to the Governor and General Assembly by January 1, 2028. The report explains the One Health framework, goals, and how Illinois tracks and responds to threats. The Commission updates the report every two years. All participating State agencies must post the report on their public websites.
The Director of Public Health and the President of the University of Illinois serve as co-chairs. State agencies hold seats, and the Commerce and Economic Opportunity Director is a nonvoting advisor. The Public Health Director appoints experts: 4 from Illinois academic institutions; 2 licensed physicians; 2 veterinarians, entomologists, or licensed environmental health practitioners; and 1 safety-net medical facility representative. Members serve four-year terms and serve without pay.
