Beginning September 1, 2025, the law creates the Chronic Absence Task Force at the State Board of Education. It studies chronic absenteeism in State-funded early childhood programs and public schools, grades K–12. The Task Force can take public testimony. It must recommend a statewide strategy, goals, policy changes, prevention efforts, and ways to use attendance data for tiered supports and training. It must deliver a report to the General Assembly and the State Board by December 15, 2027. The Task Force ends on January 31, 2028.
The State Superintendent and the Secretary of Early Childhood, or designees, serve on the Task Force. The Superintendent appoints members from teachers’ groups, school leaders, regional superintendents, districts (including one from a western Chicago suburb), charter schools, disability and foster-care advocates, and early childhood advocates. Members serve without pay. The Superintendent or designee chairs the Task Force. The first meeting is called by the Superintendent; later meetings are called by the chair. The State Board of Education provides staffing and administrative support. These rules take effect September 1, 2025.
