Anyone who applies or supervises pesticide use for hire must hold a commercial applicator license. Fees are $240 for 2024–2025 and $300 from 2026 on; late filing adds $20 and duplicates cost $10. Licensed applicators must keep a surety bond of at least $50,000 a year, or carry liability insurance with the set minimums (for example, $50,000 per person and $100,000 per occurrence, with a $500,000 annual aggregate). Insurers must give the Department 30 days’ notice before canceling or cutting coverage.
Dealers who sell restricted‑use pesticides, or larger farm‑use containers of non‑restricted pesticides, must register each place of business. Fees are $350 per location for 2024–2025 and $360 from 2026 on. Late filing adds $20; duplicate or transfer costs $10. If you hold a State structural pest control license or a commercial applicator license, you still register but do not pay the fee.
You cannot work as a pesticide operator without a license. Commercial operator fees are $180 for 2024–2025 and $240 from 2026 on. Not‑for‑hire operator fees are $90 for 2024–2025 and $150 from 2026 on. Commercial operator late filing adds $20; duplicate licenses cost $10. You must show competence and name the licensed applicator you will work under.
All pesticides sold, distributed, or moved in Illinois must be registered with the Department. Registrations use a two-year cycle and expire each December 31. Fees are $800 per product for 2024–2025 and $850 from 2026 on. Businesses also pay $1,000 per legal entity for 2024–2025 and $1,050 from 2026 on, per two‑year period. Filing more than 30 days late adds $100 per product unless you certify no unregulated sales. Initial experimental‑use or initial special local need registrations cost $300 per product per year; later SLNs for already registered products pay no fee. Shipments between your own plants used only as ingredients for a registered pesticide do not need registration. The Director may require full formula and test data for some products.
You can renew a certified applicator, operator, or dealer credential by passing the Department exam every three years or by completing 15 hours of approved courses every three years. This option depends on funding, approved courses, and tracking software. If you choose courses, you must track your hours; if you fall short, you must take the exam.
Private applicators and commercial not‑for‑hire applicators must be licensed. Private applicator fees are $60 for 2024–2025 and $90 from 2026 on; the license lasts the year issued plus two more years. Commercial not‑for‑hire applicator fees are $120 for 2024–2025 and $180 from 2026 on; late filing adds $20 and duplicates cost $10. All must meet competence rules.
The Department may refuse or suspend a registration if you have not filed required state tax returns or paid taxes, penalties, or interest. The suspension stays in place until you meet tax requirements.
