The law requires officers to complete at least 30 hours of in-service training every three years. It covers constitutional authority, procedural justice, civil and human rights, and reporting child abuse and neglect. Officers also train on autism-informed responses, trauma-informed victim protection, and cultural competency including implicit bias. Each year, in-service training must include law updates, emergency medical response and certification, crisis intervention, and officer wellness and mental health. These requirements apply to officers who must do in-service training.
The Board runs or approves trauma-informed training on sexual assault response and investigations. Academies must present this training by July 1, 2018. Agencies must train all officers within three years after January 1, 2017, and give refreshers every three years. Agencies with investigators must provide specialized training within two years after January 1, 2017. Instructors need trauma-informed, victim-centered training and experience, and the Board sets evidence-based standards.
The law requires the state training board to make all basic academies teach a standard, trauma-informed curriculum. New officers study civil and human rights, de-escalation, crisis and mental-health response, and victim-centered interviews. They also learn CPR, opioid overdose response, firearms and electronic control devices, child abuse reporting, autism, and human trafficking. Training includes at least 12 hours of hands-on role-play, 6 hours on use-of-force and safety, and 6 hours on high-risk traffic stops. These rules apply to probationary officers in certified basic training schools.
