New state office for health insurance help

The Department of Insurance runs an Office of Consumer Health Insurance. It helps you understand marketing and coverage, your rights, and how to file grievances and appeals. It runs a toll‑free 800 line and offers information in other languages. The Office posts an annual report by January 31, 2026, and every January 31 after that. Starting January 31, 2027, the report also lists State health insurance benefit laws passed the prior year. The Office operates based on funds the legislature appropriates.

Clearer plan and provider information

Health plans must give you, at enrollment and every year, a plain summary and a current in‑network provider list. It must cover service area, covered benefits and exclusions, precertification, referrals, emergency and out‑of‑area care, your costs, continuity of care, appeals, and required benefits. Plans must highlight new State benefit laws, except for Medicaid plans, and may use the latest checklist filed with the Department. When you shop on the State marketplace, you can see each plan’s up‑to‑date drug list with tiers and cost‑sharing and the provider directory, all tied to the exact plan. Insurers must post this info on their websites and offer a non‑internet way to get it. On written request, plans must describe financial ties with providers and show how copays, deductibles, and premiums are split between health care and other costs (not exact provider rates). Participating providers must share their training, specialty, board status, facility privileges, and license/education status when asked. The Department sets the disclosure format, and State sites must link clearly to consumer decision tools. Most rules took effect June 30, 2023; marketplace display rules have applied since January 1, 2015.

Standard health and dental ID cards

Health plans must give you a uniform ID card when they issue coverage cards. The front shows key items like your ID, group number, help phone number and website, the regulator (not for dental), and your deductible and out‑of‑pocket max (not for dental). The back lists claims submission names and addresses and help desk numbers. Dental cards must also state if the dental plan is self‑insured or fully funded and whether it is regulated by the Department of Insurance; medical assistance plans list the Department of Healthcare and Family Services. Plans must give you a new card at enrollment and any time a coverage change affects required card data. Discount health service plans must give a card with a website for providers, a toll‑free help number, the network name/logo, needed IDs, and a clear “not insurance” statement. These card rules take effect January 1, 2024.
