Bill Overview

Analyzed Economic Effects

5 provisions identified: 3 benefits, 0 costs, 2 mixed.

Electronic insurance checks and suspensions

The Secretary of State runs an electronic program to check required auto liability insurance. Insurers must share policy data in the state’s format. The state checks coverage at least twice a year, and monthly for some high‑risk groups. If coverage cannot be verified, the state mails a notice. You have 30 days from mailing to show valid insurance from the verification date, or your registration is suspended 45 days after the mailing.

Use digital proof of registration

You can show digital registration stickers and digital plates as proof of registration. Physical stickers and plates, temporary permits, and drive‑away or in‑transit permits still count. For out‑of‑state vehicles using reciprocity, digital reciprocal plates are accepted. The Secretary of State may require a current Illinois Reciprocity Permit or Prorate Decal when needed.

Stronger privacy for vehicle records

The law keeps your photo, signature, Social Security number, personal email, and medical or disability details in title and registration files confidential. This information is not public. You can get your own record by written request. Secretary of State staff and law enforcement can access it only to do their jobs or with a court order. Medical/disability and Social Security data have stricter limits.

Free permits for vehicle rebuilders

The Secretary of State issues short‑term permits at no charge to licensed rebuilders. The permits cover vehicles that will be titled as rebuilt or that are or may have been salvaged and must be driven for inspection or processing. This removes a permit fee for these moves.

Antique vehicle rules and fees

An expanded‑use antique vehicle is a car over 25 years old or a bona fide replica, not a commercial vehicle or farm truck. You may display an authentic Illinois plate from the car’s model year if you also carry current antique plates and the registration card. The antique plate fee is $13 for a two‑year plate. You must affirm limited use for shows, parades, service, or similar, and that the car stays close to original condition.
