The Family Support Program now serves youth under 18 and young adults ages 18–25. Services include all Medicaid community-based mental health treatments and the program’s own services. Getting Family Support services does not make you a Medicaid member unless you qualify and enroll, and the program is not a guaranteed entitlement. The program must use an HFS‑approved assessment, trauma‑informed and individualized care, and include parents in planning for youth. The state updates rules and finishes these changes within eight months after adopting the new rules.
Before Medicaid pays for a child's psychiatric hospital stay, the state requires a screening and assessment. The check looks at whether outpatient care is appropriate and available. The Department sets how the screening and any needed community supports get paid.
The Individual Care Grant program moves from the Department of Human Services to the Department of Healthcare and Family Services. All funds, staff, rules, and records transfer to HFS, and the shift must finish within six months after the law takes effect. HFS also seeks federal Medicaid matching funds for eligible Care Grant spending under Section 1905(h) to bring in more money.
Starting July 1, 2012, the state can lower payment rates for services it pays under HFS programs. If you run a health care practice paid by HFS, your reimbursements can be cut. The law does not list exact new rates.
Beginning in the 2027–2028 school year, public schools must offer one mental health screening each year to students in grades 3–12. This applies only in years when the State gives districts a free tool that lets students self-report. Districts can ask the State Board of Education for more time to start.
The state makes a voluntary, recorded training for hospital social workers and clinicians on how to connect families to BEACON and related programs. The training is posted online. HFS works with child welfare and the state mental health division to carry out the new screening, assessment, and funding rules.
