Beginning January 1, 2024, State agencies can set up petty cash funds using Contractual Services or ordinary and contingent expense money. Agencies must ask the State Comptroller for approval, show a need, and prove strong accounting controls. Funds run as a fixed cash balance that gets reimbursed, and most cannot exceed $1,000. Revenue and certain Secretary of State facilities may hold up to $2,000 each, only to make change. Single purchases from petty cash must be under $100, unless paid by a purchasing card. Agencies must record all transactions under the Comptroller’s uniform accounting rules. Cash over $100 and under $1,000 must be kept in an insured checking account, except that the listed Revenue and Secretary of State sites may keep it on site. Banks must meet the 1943 Act rules to hold these public funds. If reimbursements top $5,000 in a fiscal year, an internal audit is required. When a custodian changes, both must sign a three‑copy statement of the fund’s status. “State agency” here includes State-created departments and institutions, but not local governments or school districts.
Beginning January 1, 2024, the State Comptroller can set rules for agencies to use purchasing cards for small buys. Any one card purchase cannot be more than $1,000. Rules may cover who gets cards, how to record and summarize transactions, post‑payment audits, vendor contracts, and charging appropriations without the voucher and warrant system.
