If you own a building with a low‑sloped roof (less than 2 in 12), new safety rules apply. Roof edges next to a fully enclosed shaft or court must have a parapet, extended masonry, or a guard that meets International Building Code Section 1015. Skylights and other roof openings must either use glazing that holds at least 400 pounds (wired glass, plain glass, glass block, or polycarbonate) or be protected by a parapet, extended masonry, or guard meeting that code. This does not apply to openings that must stay open by law. The rules apply to existing buildings, new builds, new roofs, roof replacements, and renovations that add more than 50% more area. Owners pay for upgrades; safety improves for occupants and first responders.
By January 1, 2027, every city or town completes a survey of buildings with skylights or other openings in low‑sloped roofs, then repeats it every two years. Results go into a building inventory that is shared with local police and fire departments. In counties with more than 1,000,000 people, agencies also store the data in all computer‑aided dispatch systems. The law requires municipalities to do this work and does not provide funding in the text.
