The State Board names a staff lead for gifted education. That person creates the approval process by September 1, 2006. They keep program descriptions and collect yearly growth data. They look for funding and serve as the main contact for schools and parents. When funds are available, the State Board also provides supervision and quality checks, reviews outcomes, sets staff standards, and runs training for teachers and administrators.
The State can fund local gifted programs when money is available. Beginning with the 2010-2011 school year, districts must apply with a full plan. The plan must use multiple measures of achievement and potential, be fair to underrepresented groups, and use local score ranges when needed. It must focus on language arts and math and match services to how students are identified. Parents get notice of decisions, an impartial appeal process, and regular progress updates. Programs must measure growth and report data to the State, have a supervisor, and use certified teachers with ongoing training. Approval and payment depend on available State funds and the State Board’s review.
