All districts must run threat teams

Every Illinois school district must have a written threat assessment procedure and a team. The team includes at least one law enforcement official and staff like an administrator, teacher, counselor, psychologist, or social worker. If a district cannot form its own team, it can use a regional team with mental health professionals and State, county, and local law enforcement. Districts had to set up a team no later than 180 days after August 23, 2019, and start initial threat assessment work no later than 120 days after that date. Each year before school starts, districts must file the procedure and team list with local law enforcement and the regional office of education, or with the State Board for Article 34 districts. Charter schools can follow the local board’s procedure or adopt their own, and special education cooperatives must run their own compliant procedures and teams.

Faster school safety drill rules

The State Board of Education can adopt emergency rules for school safety drills, in consultation with the Illinois State Police. This fast-track authority serves public safety and the public interest. It ends one year after the law takes effect.

State guidance and student privacy rules

The State Board of Education publishes guidance for threat assessment steps, including how to notify parents and the community. Districts must add required items from that guidance into their procedures in the next school year after it is posted. When sharing student information for threat assessment, schools must follow FERPA and the Illinois School Student Records Act, which limit what can be shared and who can see it.
