New bicycle definition covers e-bikes

Illinois updates what counts as a bicycle. It now includes human-powered devices and low-speed electric bicycles defined in Section 1-140.10. To count, a device must have 2 or more wheels at least 12 inches in diameter, working pedals, and seats for one or more people. The law also includes human-powered devices with two wheels in tandem. Scooters and similar devices are not bicycles. Devices that meet this definition are treated as bicycles for traffic rules and enforcement.
