Permit fees up to $5,000, pay first

The Department of Natural Resources sets permit application fees by rule, up to $5,000 per application. The Department does not start review until the fee is paid. These rules apply to permits under the Rivers, Lakes, and Streams Act.

Fines and cleanup orders for violations

The Department of Natural Resources can order you to fix violations, after giving notice and holding a hearing. If you violate the law, a rule, a permit term, or an order, you owe a civil penalty up to two times the permit fee, capped at $5,000 per violation. These orders and fines apply to people and businesses doing regulated work in rivers, lakes, or streams.

Fees and fines fund water programs

Penalty payments and permit fees are payable to the Department and deposited into state water funds. The money is used for purposes listed in the Environmental Protection Act and for Department boating and water work. Deposits to these funds are not charged administrative fees unless this Act allows it.
