The law creates the Farmland Transition Commission in the Illinois Department of Agriculture. It studies barriers people ages 25 to 40 face in buying or accessing farmland and reviews current incentives. It recommends new incentives or policies to help those young farmers. The Agriculture Director chairs it, and members include Natural Resources, the State Treasurer, University of Illinois Extension, farm group reps, lawmakers, and four farmers ages 25–40 from different regions. Members serve without pay. The commission meets at least once every three months. Each year by January 1, it files a report with recommendations to the Governor and General Assembly. The Department of Agriculture provides administrative support.
The commission is dissolved on December 31, 2031. Its authority and yearly reporting end on that date, unless another law changes the end date.
