More state help for local tree programs

The Department of Natural Resources promotes urban and community forestry plans statewide with local governments. It seeks, reviews, and may approve project proposals. The Department gives grantees technical help with planning and analysis. It also guides tree care, pests, planting, and maintenance for long-term management. The Department provides forestry information to the Illinois Council on Forestry Development and other agencies.

Who can apply and grant priorities

Units of local government can apply for grants. Illinois not-for-profit groups that help local governments may co-apply with them. Multiple applicants can apply together; the Department sets how payments are made. Local governments can delegate program duties to a special board by ordinance. Projects must support the State Forest Action Plan or a local management plan, grow canopy in underserved areas, or expand urban forests. The Department scores proposals on environmental gains, jobs, health and energy savings, management commitment, public outreach, and extra help for places the USDA Forest Service marks underserved.

Grant match rules and annual caps

Applicants must cover at least 50% of each project's total cost. In-kind matches must be explained in detail, follow federal and State rules, and include how the work is valued. No single local government can receive more than 5% of the program's yearly allocation. Grants are paid only when the General Assembly appropriates money from the listed funds.

New Illinois State forest designations

The law designates these State forests: Big River (Henderson County), Sand Ridge (Mason), Hidden Springs (Shelby), Lowden-Miller (Ogle), Spoon River (Knox), Trail of Tears (Union), and Wildcat Hollow (Effingham). The Department manages these lands as State forests. Residents may see changes in public access and conservation work in these counties.

Tree plans need recent inventories

Urban and Community Forestry Management Plans must be based on a public tree inventory less than 10 years old. Plans must include the information the Department requires. Jurisdictions must keep a recent inventory to meet this standard.
