Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

More time for voter approved local bonds

Local bond approvals after a public vote stay valid for 5 years from the vote. For backdoor (petition) referendums, approval stays valid for 3 years after the petition period ends. For bonds under the state water loan programs, approval lasts 7 years after the vote, or 5 years after the petition period ends. These rules apply when a referendum or a backdoor referendum is required.

Court cases pause bond approval clocks

If a court case stops a bond from being issued, the approval clock pauses. The pause lasts while the case is pending. This applies to referendums held on or after January 1, 2003. It also applies to backdoor (petition) referendums held on or after January 1, 2005.

Extra time for named local bond votes

The law sets special time limits for a few past local votes. Lake County forest preserve bonds approved in November 2008 stay valid for 10 years after that vote. Sandoval CUSD 501 bonds approved in March 2012 stay valid for 10 years. Iroquois County CUSD No. 9 bonds approved in April 2021 stay valid for 10 years. Jackson County flood‑prevention bonds from a 1994 vote stay valid for 25 years, but only if less than $200,000 of the original bonds were issued.
