Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Fewer limits on tourism grants

The law removes the rule that at least 75% of tourism grant money must go to public or 501(c)(3) groups. It also ends the rule that no more than 20% of funds can go to one recipient. Private businesses, nonprofits, and local governments now compete in the same pool without a per-entity cap. Some applicants can win larger awards, while others may get a smaller share.

Tourism council grows and shifts

The law increases voting members on the Kansas Council on Travel and Tourism from 17 to 20. Governor appointees rise to 14, with six from the general public and eight from named organizations. A quorum now requires 11 voting members instead of 9. The House point of contact changes to the Commerce, Labor and Economic Development chair. The act repeals prior statutes and replaces them with the updated council and grant framework.
