Stricter quarterly truck fee rules

Truck and tractor owners can pay in quarters only if the annual fee is over $300. A payment is delinquent after 10 days late, unless the director excuses it for no negligence. When delinquent, the full annual balance is due and a 10% penalty applies. If you miss any two quarterly payments in a year, you can lose the right to pay by quarters in the future. The act repeals the old quarterly-pay law and replaces it with these rules.

Liens and seizures for unpaid truck fees

Unpaid registration fees and penalties become a debt to the state and create a first lien on the truck and your Kansas property. When a quarterly payment is over 10 days late, the county treasurer files lien notices with the register of deeds. After a lien filing, the division issues a warrant and the sheriff can seize and sell property to pay the debt and costs. When you pay all amounts, the treasurer issues a lien release. If a sale brings in more than owed, the extra goes back to the person entitled to it.

Title and costs when trucks change hands

You cannot transfer or get a new title until all registration fees and penalties for that vehicle are paid. If you sell or dispose of a truck you were paying quarterly, the unpaid balance is due at once. After a repossession sale during an unpaid quarter, the buyer or repossessor must pay one‑quarter of the annual fee plus the normal title fee to get a new title. If you trade for another truck, any fees or installments you already paid apply to the new truck’s registration, but they do not reduce what you originally owed.
